Each AI licence is at the vendor's own price, with no markup. Our service is a separate Enterprise support fee. Web Impian Sdn. Bhd. is registered with the Ministry of Finance (MOF 357-0002304403) with Bumiputera status, and we send a formal quotation in 1 working day.
Many agencies now want AI tools for writing, design, video and presentations. Officers cannot buy them with a personal card. They must buy through procurement, with a registered supplier, a quotation and a full set of documents. This page shows the prices, the procurement routes and the documents we provide.

Prices from each vendor's website on 8 October 2026. Vendor prices exclude tax. ChatGPT Business also has a Premium seat (USD 125 monthly, USD 100 a month on annual billing). Vendors can change their prices, so your quotation shows the price on the day we quote. Canva Teams is closed to new sign-ups, so new teams buy Canva Business.
We do not add a markup to any licence. Our own work for your agency is a separate line on the quotation, the Enterprise support fee. Your officers can see the licence cost and our fee as two clear amounts.
Which procurement route applies
The Treasury circulars set the method from the yearly value of each type of item or each contract (PK 2.1). The table shows the limits for supplies and services:

Some more rules apply to sebut harga under PK 2.9:
- Agencies run sebut harga for supplies and services fully online in ePerolehan.
- Suppliers must be MOF-registered in the related field code (Kod Bidang).
- The notice is open for at least 7 days.
- An offer is valid for 90 days at most.
For 2026, PK 2.21 keeps the same limits for supplies and services. It lets an agency split a purchase above RM50,000 into smaller sebut harga packages instead of one tender. It does not let an agency split a purchase down to pembelian terus. PK 2.10 also does not allow a split to avoid sebut harga or tender.
Cloud and SaaS: check the Cloud Framework Agreement first
AI tools are cloud software (SaaS). Under PK 2.6, agency purchases of cloud services, including SaaS, first go through the JDN Cloud Framework Agreement (CFA) and its MyGovCloud@CFA catalogue. A service that is not in the catalogue needs a CFA exemption approval from JDN, and then the agency uses the normal procurement rules. PK 2.6 also says that SaaS which the CFA panel providers do not supply follows the normal rules in PK 2.10 and PK 2.9.
Web Impian is not on the CFA panel. Before you raise a purchase, ask your ICT unit which route applies to each tool. PK 2.6 applies to state governments and local councils only when they adopt it. This section is general guidance, not legal advice.
Data classification and safe use
CGSO guidance SPA Bil. 2/2021 version 2.0 sets the rules for government data on cloud services. The main points for AI tools are:
- Classify your data before you use a cloud service.
- Do not put rahsia rasmi (official secrets) on public cloud.
- Keep classified data under Malaysian legal jurisdiction.
The same guidance lists contract terms to look for in a cloud service:
- The data belongs only to the government.
- No copy, change, delete or access without the agency's permission.
- The government has the right to audit.
- A service level agreement (SLA) with financial penalties, and indemnity from the provider.
- An exit plan.
JDN's public-sector AI guideline (GPAISA, launched February 2025) also gives ethical principles for AI use, including privacy and security. Our data-protection statement helps your ICT unit check each tool against these rules.
Annual or monthly billing
Government budgets run for one financial year. Under Arahan Perbendaharaan 56(a), allocation that is not spent lapses at the end of the year. In the new year, an agency can only pay for supplies received or services completed by 31 December. For this reason, a 12-month licence that starts in the same year can be simpler for your finance unit. Ask your finance unit which billing period suits your budget.
